Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: <br /> <br />RAILROAD DRIVE UTILITY AND STREET IMPROVEMENTS <br />PUBLIC HEARING <br /> <br />Dear Council Members: <br /> <br />As you are aware, the public hearing for the Railroad Drive improvement is scheduled for the <br />evening of Monday, April 6, 1998. Please bring the Feasibility Study with the green cover <br />dated March 1998. If you need a new copy of the Feasibility Study, please let City Hall know <br />and we will make them available. <br /> <br />As the feasibility study indicates, this is a City initiated project in an attempt to accomplish <br />several things. First there are two properties along Railroad Drive that currently do not have <br />sewer service. One of them does not currently have water service. These properties are <br />interested in receiving this service. Second, the water along Railroad Drive is provided by a <br />long dead end and is not of a very high quality. Therefore, the Municipal Utilities is interested <br />in completing a watermain loop in this area to improve the quality of the water provided to their <br />customers. Third, the street department is interested in the rebuilding of the street, changing <br />the grade slightly so that storm water ponding, which currently causes problems in the street, <br />can be rectified by providing overland flow toward Jackson Avenue, where an existing storm <br />sewer system can deal with the water runoff. <br /> <br />As the feasibility study recommends the project would be entirely funded by assessments to <br />the benefited properties, and a contribution from the Elk River Municipal Utilities for the <br />watermain improvement. <br /> <br />On Monday evening, I will be prepared to make a presentation of the information contained in <br />the feasibility study, and answer questions.
