Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: RAILROAD DRIVE FEASIBILITY STUDY <br /> <br />Dear Council Members: <br /> <br />As directed by the City Council, we have prepared the attached Feasibility Study for <br />improvements on Railroad Drive west of Jackson Avenue. The improvements discussed in this <br />report are a short extension of sanitary sewer to provide service to the feed store and old paint <br />store just west of Jackson Avenue. The watermain improvements discussed in the report <br />consist of completing of a watermain loop to eliminate a long dead end and also to provide <br />water service to the feed store. Finally, the street and storm drainage improvement would <br />consist of repaving the driving surface at a grade such that all drainage would flow toward <br />Jackson Avenue, and be ultimately picked up by the storm sewer existing at that location. The <br />improvements discussed in the Feasibility Study are proposed to be funded by a combination of <br />assessments and Elk River Municipal Utility funding. <br /> <br />The next step in the improvement project process would be to adopt the attached Resolution <br />receiving the Feasibility Study and ordering the public hearing for April 6, 1998. This would be <br />the same evening that the Boston Street public hearing is scheduled for. <br /> <br />If you have any questions regarding this information, I will be in attendance at your March 16, <br />1998 City Council Meeting. <br /> <br />Sincerely, <br /> <br />Howard R.
