Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: GUARDIAN ANGELS LAKE ORONO SITE <br /> <br />Dear Council Members: <br /> <br />City staff has received the attached petition from Guardian Angels of Elk River requesting a <br />feasibility study to analyze the extension of lateral sanitary sewer and water to serve their Lake <br />Orono development. In order to provide adequate fire flow for the proposed development, it will <br />be necessary to loop the watermain from the southeast corner of the Guardian Angels site, <br />easterly along the TH 10 Frontage Road to the watermain that is stubbed under TH 10 near the <br />entrance to the Elk Bowl. Steve Ach and I have met with the owners of the Elk Motel to discuss <br />this potential improvement. They had indicated in our meeting that they would be also <br />interested in lateral sanitary sewer along with the water improvement. In addition, the Park and <br />Recreation Committee has requested a trail be considered from the Guardian Angels site along <br />TH 10 easterly to the Elk Bowl. The restoration over these utility improvements would be an <br />ideal opportunity to construct a bituminous pathway. Therefore, the Feasibility Study would <br />consider all of these improvements. <br /> <br />Attached for the City Council's consideration is a Resolution that would declare the adequacy of <br />the petition and order the Feasibility Study. <br /> <br />If you have any questions regarding this issue, I will be in attendance at your March 16, 1998 <br />City Council meeting. <br /> <br />Sincerely, <br /> <br />Howard R.
