INFt~RMATI4N <br />t~ver <br />MEMORANDUM <br />TO: Housing Redevelopment Authority <br />Economic Development Authority <br />Planning Commission <br />Energy City Commission <br />Parks & Recreation Commission <br />City Council <br />FROM: Annie Deckert, Director of Economic Development <br />DATE: March 21, 2012 <br />SUBJECT: Northstar Commuter Rail Transit-Oriented Development <br />Strategy Presentation <br />The Northstar Commuter Rail Line is a 40-mile transit way that operates between Big Lake <br />and downtown Minneapolis, with stops in Elk River, Anoka, Coon Rapids and Fridley. <br />The Northstar Corridor Development Authority (NCDA), in collaboration with the <br />suburban station cities, have hired a consultant to conduct a market analysis of the entire <br />corridor, which will support the cities in implementing their transit-oriented development <br />and land use plans. Ridership patterns to date, as well as updated market conditions, will <br />inform the corridor analysis. The market analysis will examine: Opportunities to increase <br />housing, including workforce housing; Opportunities to expand employment; and <br />Opportunities to provide convenient access to goods and services, including health care to <br />workers, residents and commuters along the corridor. <br />Objective 1: To conduct a market analysis of the Northstar Commuter Rail suburban <br />stations: Fridley, Coon Rapids, Anoka, Elk River and Big Lake <br />Objective 2: To develop station-specific market-oriented implementation strategies <br />The consultants will be here on Tuesday, April 17 from 1-3:30pm at City Hall.
