This <br />authorization would also authorize staff to obtain construction quotes for the project. <br />BACKGROUND <br />In 2006, the HRA purchased 716 and 720 Main Street in Elk River with the intent to expand downtown <br />surface parking. On October 3, 2011, the HRA authorized staff to obtain proposals for costs to <br />demolish the Main Street buildings. On December 12, 2011, the HRA approved a contract with. Veit and <br />Company for the demolition and .removal of the buildings. The buildings were demolished and removed <br />the week of December 26. On March 5, the HRA authorized staff to work with Landform for the. <br />completion and bid estimates for three concepts. <br />DISCUSSION <br />Staff and Landform met with the Downtown River's Edge Business Association on March 21 to solicit <br />input for the design of the parking lot. Comments are provided in the attached memo from Landform. <br />Staff will be reviewing the final concept at their monthly site plan review meeting to provide input. <br />Additionally, the parking lot will need a conditional use permit and will be reviewed by the Planning <br />Commission at their April 10 meeting and City Council at their April 16 meeting. <br />Tonight, staff is seeking input on the three concepts provided by Landform and is asking for the HRA to <br />provide input and move forward with a specific concept. Staff will use documents provided by landform <br />to solicit quotes and will bring forward a contract for authorization at the HRA meeting in May. At the <br />meeting in March, the HRA brought up the idea of holding special meetings to ensure the project moved <br />forward as quickly as possible. Discussions with City Engineer Justin Femrite indicated that upon <br />concept approval, it will take approximately one month to solicit quotes, review the quotes and prepare <br />the recommendation for the HRA at their May meeting. Additionally, starting construction too early puts <br />us up against road restrictions which would result in paying higher costs for materials. <br />The goal is to have the project completed no later than June 28. Opening day for the Farmer's Market <br />will be Thursday, June 28. Hours for the market axe from 2:00 - 6:00 p.m. so it will not overlap with the <br />concert series.
