ity of <br /> <br />iver <br /> <br /> **Item #3.4.** <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Mayor & City Council <br /> <br />Steve Ach, City Planne~~ <br />March 16, 1998 <br /> <br />Request by City of Elk River for <br />Rezoning, Public Hearing <br />Case No. ZC 98-4 <br /> <br />Issue <br /> <br />The City of Elk River is requesting to rezone approximately 45 acres from <br />Rlc (Single Family Residential) to BP (Business Park). <br /> <br />Summa~ <br /> <br />The Planning Commission reviewed this request at their February 24 <br />meeting along with three other areas considered for rezoning and land use <br />plan amendments. After reviewing the request, the Planning Commission <br />postponed action on Area #3 until the April 28 Planning Commission meeting <br />to allow time for further review of the rezoning and how it would fit in with <br />the areas overall plan. <br /> <br />One of the primary concerns expressed by the Planning Commission as well <br />as affected residents related to the traffic issues that would be generated <br />from the industrial area. Due to topographical constraints, it is unlikely any <br />access would be achieved to the site off of the new County Road 13 alignment <br />or off County Road 12. Therefore all of the access would most likely occur off <br />of the current County Road 13 alignment. Staff will review this area further <br />to evaluate the concerns expressed by the Planning Commission and <br />residents and bring it back to the Planning Commission on April 28. If the <br />Planning Commission takes action at that meeting the applications would be <br />forwarded to the City Council at their regular meeting of May 18, 1998. <br /> <br />Recommendation <br /> <br />It is recommended the City Council postpone action on Case No. ZC 98-4 <br />until the May 18, 1998, City Council meeting. <br /> <br />13065 Orono Parkway · P.O.
