Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: TH 10 AND UPLAND INTERSECTION SIGNALIZATION <br /> <br />Dear Council Members: <br /> <br />We have completed the preparation of plans and specifications for the signalization of the <br />intersection of TH 10 and Upland Avenue. As you are aware, this project includes the removal <br />of the northerly access from TH 10 to Xenia Avenue and it also eliminates the northern frontage <br />road access at Upland Avenue. In fact, the plans currently call for the total removal of the <br />bituminous surface from Upland Avenue east to the main entrance to Elk River Concrete. <br />These plans and specifications have been reviewed by Mn/DOT and minor revisions made. <br />The final plans and specifications are currently going through the review and approval process <br />by Mn/DOT and the Office of State Aid. In an attempt to expedite this project, so that the signal <br />can be up and operational as early as possible in 1998, we would recommend that the plans be <br />approved and authorization to advertise for bids be granted. Attached for the City Council's <br />consideration is a Resolution that will accomplish this. <br /> <br />If you have any questions regarding any of this information, I will be in attendance at your March <br />2, 1998 City Council meeting. <br /> <br />Sincerely, <br /> <br />Howard R.
