Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: LAKE ORONO SEDIMENT REMOVAL PROJECT <br /> <br />Dear Council Members: <br /> <br />Attached is the Feasibility Study that was ordered in February 1998 regarding the Lake Orono <br />Sediment Removal Project. As has been discussed numerous times in the past, the project <br />consists of removing sediment buildup from several locations in Lake Orono and depositing it on <br />five (5) parcels of property adjacent to the Lake. The total cost of the proposed improvement is <br />estimated at $750,000. Based on City Council direction, the assessment rate for the abutting <br />property has been set at $2,200 per residential equivalent parcel. There is estimated to be 189 <br />parcels that are assessable of which 26 are owned by the City. Essentially this will result in <br />approximately 48% of the project being assessed to the abutting property owners and 52% <br />being funded by the City, either in assessments or costs unassessed. <br /> <br />Attached for the City Council's consideration is a Resolution that receives the Feasibility Study <br />and orders a public hearing. A public hearing has been scheduled for April 13, 1998. This <br />keeps with the schedule for this project that was laid out early on in the process. This schedule <br />would result in an assessment hearing in late June, the project awarded in early August, and the <br />construction being accomplished in September and October of this year. <br /> <br />If you have any questions, I will be in attendance at your March 2, 1998 City Council meeting. <br /> <br />Sincerely, <br /> <br />Howard R.
