MEETING OF THE ELK RIVER PLANNING COMMISSION <br />• HELD AT ELK RIVER CITY HALL <br />TUESDAY, JANUARY 10, 201 I <br />Members Present: Chair Ives, Commissioners Anderson, Bell, Lemke, Scott and Westberg <br />Commissioner Johnson arrived at 6:32 p.m. <br />Members Absent: None <br />Staff Present: Rebecca Haug, Environmental Administrator; Debbie Huebner, Recording <br />Secretary <br />Also Present: Peter Beck, City Attorney <br />Call Meeting To Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River Planning Commission <br />was called to order at 6:30 p.m. by Chair Ives. <br />Consider 1/10/12 Planning Commission Agenda <br />MOVED BY COMMISSIONER LEMKE AND SECONDED BY <br />COMMISSIONER ANDERSON TO APPROVE THE JANUARY 10, 2012 <br />PLANNING COMMISSION AGENDA. MOTION CARRIED 7-0. <br />3. Consider 12/13/11 Planning Commission Minutes <br />MOVED BY COMMISSIONER BELL AND SECONDED BY <br />COMMISSIONER ANDERSON TO APPROVE THE DECEMBER 13, 2011 <br />MINUTES. MOTION CARRIED 6-0. <br />Commissioner Johnson arrived at this time. <br />4. Request by GRE for Conditional Use Permit to Renew Existing Solid Waste Facility CUP <br />and License for 17845 Highway 10 & 10700 165 Avenue, Public Hearing -Case No. CU <br />11-20 <br />Ms. Haug introduced City Attorney Peter Beck, to provide background history regarding the <br />resource recovery plant. Mr. Beck explained that the plant was originally proposed by UPA <br />(United Power Association) which is now GRE (Great River Energy). He noted that the <br />proposal for the RDF plant was controversial when it was first introduced. In order for the <br />city to ensure adequate oversight of the operation, the city adopted a new Solid Waste <br />Facility District ordinance. At that time, the GRE site and the RDF (Refuse Derived Fuel) <br />site were under separate ownership. Now that GRE has acquired the RDF plant, they have <br />requested that the CUP and License for the processing facility and burning facility be <br />combined into one. He explained that combining the two CUP's and licenses required a <br />major update of the documents, and included updating them to the new format recently <br />• approved by the City Council for the Elk River Landfill Solid Waste Facility License. <br />
