REQUEST FOR ACTION <br />TO ITEM NUMBER <br />Ma or and Ci Council 4.3 <br />AGENDA SECTION MEETING DATE PREPARED BY <br />Consent Febru 21, 2012 ustin Femrite, Ci En ' eer <br />ITEM DESCRIPTION REVIEWED By <br />Engineering Services for 171St Avenue Area Phase I erem Barnhart, Plannin Mana er <br />Improvements REVIEWED BY <br /> Cal Portner, Ci Administrator <br />ACTION REQUESTED <br />Approve $78,200 in professional services from Hakanson Anderson and Associates, Inc, for design and <br />construction management services. on the 1715L Avenue Area - Phase I Improvements. <br />BACKGROUND/DISCUSSION <br />As authorized at the January 17, 2012, City Council meeting, staff advertised a Request for Proposals <br />(RFP) which solicited for professional engineering services on the above referenced project. The RFP was <br />advertised on both the Elk River and League of Minnesota Cities websites. Proposals were due to our <br />office by the end of the day on February 10, 2012. We received 10 proposals for the work ranging in <br />prices from $78,200 to $244,990. Staff reviewed and evaluated all of the proposals based on the <br />following criteria: <br />• Qualifications and experience of proposed team; <br />• Project approach and schedule; <br />• Comparable projects successfully completed by the team; <br />• References, and; <br />• Total project budget. <br />Based on these criteria, the proposals were ranked against one another. Two proposals ranked markedly <br />higher than the rest. The two top-ranked proposals were submitted by Hakanson Anderson and <br />Associates, Inc. at $78,200 and WSB and Associates, Inc. at $113,836. <br />We interviewed representatives from Hakanson Anderson on February 15, 2012, to ensure they were <br />qualified, fully understood the proposed work, and could deliver the project for the fees proposed. Staff <br />left the interview with confidence that Hakanson Anderson could meet those goals. Hakanson Anderson <br />emphasized that they were comfortable with the fees they proposed and will complete this project for <br />that amount <br />Having worked with WSB on the AUAR for this project, staff was familiar with their firm and their <br />ability to complete the project as proposed. As a result we did not feel the need to interview their firm. <br />Staff is recommending award to Hakanson Anderson and Associates, Inc. Upon approval by the City <br />Council, staff will work with Hakanson Anderson to finalize a contract and begin to develop this project <br />immediately. Planning Manager Jeremy Barnhart will be available at the February 21, 2012, meeting to <br />answer any questions. <br />P I1r E i E~ Y F <br />AU <br />
