ity of <br /> <br />River <br /> <br />MEMORANDUM <br /> <br />Item #4.6. <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Mayor & City Council <br /> <br />Pat Klaers, City Ad~0r <br />February 17, 1998 <br /> <br />Boys and Girls Club Update <br /> <br />Councilmember Thompson and Mayor Duitsman have been attending <br />meetings regarding the formation of a Boys and Girls Club in Elk River. As <br />everyone knows, the Lions Club is attempting to work with this organization <br />on the construction of a facility in the city's Lions Park. This facility would <br />then serve the needs of both organizations. <br /> <br />A number of meetings have been held since the Council's last update on <br />January 20, 1998. Some of the developments in the last month or so include: <br />an increase in the size of the proposed structure and its associated increase <br />in cost; local businesses have stepped forward to donate surveying services <br />and time and equipment for the removal of peat, which is throughout Lions <br />Park; discussion has taken place regarding the availability of municipal <br />utilities for a new building; discussion has taken place regarding a <br />conditional use permit for the facility; and the Board of Directors (or <br />representatives of the Board) have met with local financial institutions to <br />work on the funding of the project. Additionally, a community informational <br />meeting was held on Wednesday, February 11, 1998. Nineteen individuals <br />attended this meeting. Most of the attendees were either Lions Club <br />members, city staff members, Councilmembers, or members of the temporary <br />Board of Directors, and it may have been '~hopeful thinking" to believe that <br />members of the community would come to this meeting. <br /> <br />The Boys and Girls Club/Lions Club building is proposed for the very <br />southeast corner of Lions Park. This area already has a parking lot <br />constructed and access to Jackson Avenue. (Bud Houlton owns property <br />along Jackson Avenue both north and south of the entrance to the park.) At <br />this 2/17/98 City Council meeting, I believe that Councilmember Thompson <br />and the Mayor will be requesting: <br /> <br />That the City Council agrees to have the Boys and Girls <br />Club/Lions Club building in Lions Park and that the city allow <br /> <br />13065 Orono Parkway · P.O.
