We believe that Mr. Duffy's apartment plan represents the highest and best land use for <br />the parcel. We are very hopeful that the Planning Staff, Planning Commission and City Council will <br />agree with us. As you know we have owned the parcel for several years and that we have worked <br />diligently to find a well financed developer who is willing to move forward with a good plan for the <br />subject parcel. We feel that we have found that person in Mr. John Duffy and that his plan is a good <br />plan and that it would be an excellent use of the land near the Commuter Rail Station. <br />Sincerely, <br />John R.
