Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: <br /> <br />WATERMAIN LOOPING FOR THE <br />GUARDIAN ANGELS LAKE ORONO SITE <br /> <br />Dear Council Members: <br /> <br />As discussed briefly at last week's City Council meeting, the development of the Guardian <br />Angels Lake Orono site will require an off-site watermain improvement. In order to provide <br />adequate fire flow for the proposed development, it will be necessary to loop the watermain from <br />the southeast corner of the Guardian Angels site, easterly along the TH 10 Frontage Road to <br />the watermain that is stubbed under TH 10 near the entrance to the Elk Bowl. Steve Ach and I <br />have met with the owners of the Elk Motel to discuss this potential improvement. They had <br />indicated in our meeting that they would be also interested in lateral sanitary sewer along with <br />the water improvement. In addition, the Park and Recreation Committee has requested a trail <br />be considered from the Guardian Angels site along TH 10 easterly to the Elk Bowl. The <br />restoration over these utility improvements would be an ideal opportunity to construct a <br />bituminous pathway. Therefore, the Feasibility Study would consider all of these improvements. <br /> <br />Attached for the City Council's consideration is a Resolution that would order the Feasibility <br />Study. Since this is a City initiated project, it will require a 4/5's vote to adopt the Resolution. <br /> <br />If you have any questions regarding this issue, I will be in attendance at your February 17, 1998 <br />City Council meeting. <br /> <br />Sincerely, <br /> <br />Howard R.
