MEETING MINUTES OF THE ELK RIVER <br />ENERGY CITY COMMISSION <br />HELD AT ELK RIVER CITY HALL <br />ELK RIVER, MN <br />WEDNESDAY, MAY 18, 2011 <br />Members Present: Ron Touchette, Ryan Setterholm. John Setala, Vance Zehringer, Councilman <br />Matt Westgaard, Stephen Rohlf and Dennis Chuba <br />Members Absent: Bruce Sayler, Tim Steinbeck and Scott Hagen <br />Staff Present: Rebecca Haug, Environmental Administrator <br />Nicki Blake-Bradley, Environmental Technician <br />Ross Pomeroy, GreenCorps, City of Elk River <br />Annie Deckert, Economic Development Director <br />Bob Ruprecht, Building Official <br />Denny Anderson, Building Inspector <br />Others Present: Adam Frieberg, ERMU <br />Tim Rybak, Elk River School District 728 <br />Richard Wagner, ERMU <br />Michael Price, ERMU <br />1. Call Meeting to Order <br />Chair Zehringer called the meeting to order at 8:33 a.m. He informed the commissioner that due <br />to an unforeseen rule concern open meetings, the change in meeting time must be approved by <br />the City Council so this meeting will be considered a special meeting. <br />2. Consider Mav 18. 2011 ECC Agenda <br />Due to special meeting status, there can be no additions to the agenda. <br />3. Consider Mav 18. 2011 Minutes <br />Chair Zehringer commented he had several changes to the minutes. Under item number 7, he <br />requested that the word "studied" be changed to "audited" so that the sentence reads "Phase II is <br />at the halfway mark and 104 residences were audited". Under item number 9, he requested that <br />the minutes be changed to reflect the following: "Chair Zehringer stated that he presented to <br />classes at St. Cloud State University as a proponent of nuclear energy. Because the Monticello <br />Excel nuclear power plant is the same type of reactor as the Fukushima reactors in Japan, he <br />suggested inviting a speaker from Xcel to address the issue of security at that plant..." <br />MOTION BY COMMSSIONER ROHLF AND SECOND BY COMMISSIONER SETTERHOLM TO <br />APPROVE THE APRIL 20, 2011 MINUTES WITH CHANGES. ALL IN FAVOR. MOTION <br />CARRIED. <br />4. Monticello Nuclear Power Plant Presentation <br />Chair Zehringer stated that he contacted Xcel Energy for a speaker about the nuclear power plant <br />and they had planned to send someone but the speaker has not arrived yet. He proposed moving <br />on to the next agenda item. <br />5. Energv Expo Discussion <br />Ross discussed his memo that was included in the packet and the various questions he posed. <br />Commissioner Setterholm commented that the home and garden show was a conflict for many <br />
