Elk <br />River <br />REQUEST FOR ACTION <br />TO ITEM NUMBER <br />Economic Develo ment Authori 3.5. <br />AGENDA SECTION MEETING DATE PREPARED BY <br />Consent December 12, 2011 Annie Deckert, Director of Economic <br /> Develo ment <br />ITEM DESCRIPTION REVIEWED By <br />Authorize National Development Council training fox Assistant <br />Director of Economic Development REVIEWED BY <br />ACTION REQUESTED <br />Staff is seeking EDA authorization fox National Development Council training for the Assistant Director <br />of Economic Development <br />BACKGROUND/DISCUSSION <br />The National Development Council (NDC) offers intense, rigorous courses focused on fmance fox <br />economic development professionals. Each course covers as many hours as an average college class, and <br />culminates in a final examination. Courses teach crucial economic development finance skills. <br />Staff would like to request that Clay Wilfahxt, Assistant Director of Economic Development, be <br />authorized to attend two 2012 NDC training courses in 2012; Real Estate Finance and Economic <br />Development Finance. Both courses are part of a four course Economic Development Finance <br />Professional certification. Staff anticipates the remaining two courses to be completed in 2013. till <br />trainings xequue out of state travel. <br />Economic development fmance is an essential function of the Assistant Director position. ]ob duties <br />such as administering the micro-loan fund, assisting prospective clients through the development process <br />and marketing financing programs all rely heavily on knowledge of economic development financing. <br />1'he NDC coursewoxk will help Mr. Wilfahrt establish better understanding of all of these topics. <br />FINANCIAL IMPACT <br />Funding will come out of the conferences and training line item in the EDA budget. Staff budgeted <br />$9,600 for NDC training costs in 2012. The total cost of the two training courses for Mx. Wilfahrt would <br />be approximately $4,500.
