ITEM / 6. <br />ver <br />MEMORANDUM <br />TO: Economic Development Authority <br />FROM: Scott Clark, Community Development Director <br />DATE: September 7, 2006 <br />SUBJECT: Gateway Business Park Work Plan <br />Introduction <br />Attached is the "Gateway Business Park Work Plan", dated September 7, 2006 that has been <br />prepared by the Community Development Department's Planning Division. The purpose of <br />the work plan is to provide a clear path as to the individual tasks, responsible parties and due <br />dates in order to accomplish two broad objectives: 1) opening the City owned portion of <br />the "Gateway Business" property for development in 2008, and 2) working with the <br />surrounding property owners to achieve complimentary land use relationships with the <br />aforementioned properly. This overall planning effort assumes that the EDA will serve as <br />the "agent" for the Council in terms of providing future direction, albeit that at the end of <br />the process the City Council will be asked to formally endorse the Plan. <br />Discussion <br />The work plan assumes a 2008 constructions start for any new industrial/commercial <br />projects. The reason for what appears to be a lengthy process is as follows: <br />1) The length of time to properly assess the needs of surrounding property owners <br />2) The need to properly assess all engineering issues including wetland mitigation, <br />storm water management and transportation access issues. (The Engineering <br />Department stated that a number of these issues associated with the Nonhstar <br />Industrial area had been previously analyzed as part of the Twin Lakes street <br />improvements which allowed a faster development process). <br />3) Per the Cargill agreement, establish a street corridor that would run southeasterly <br />from the City property to 165`h Ave. <br />4) Time to complete a market study <br />5) Time to complete the engineering construction process <br />
