The proposed program was anon-mandatory program that would <br />cover the costs of repair for a damaged or failing homeowner's water service. The Commission <br />directed the Utilities' legal counsel to further research the options of assessment prior to staff <br />investing additional time in the proposed insurance program. <br />DISCUSSION: <br />Utilities' legal counsel has reviewed and is comfortable with the option of assessing costs related <br />to the repair of a water service that has been damaged or has failed. Further explanation will be <br />provided by the Utilities' legal counsel at the time of the Commission meeting. <br />ACTION REQUESTED: <br />Staff recommends not implementing a homeowner water service insurance program. <br />
