The Council is asked to open and continue the public hearing to <br />July 18, 2011. <br />BACKGROUND/DISCUSSION <br />Thai Buddhist Center of Minnesota has requested conditional use permit approval to expand an existing <br />garage with a kitchen and toilets. Internal improvements will include the conversion of the open garage <br />area into a meditation room. <br />While use of one's home for frequent bible study is permitted, modification to a home to support such a <br />study requires a conditional use permit for an institutional use. The expansion of the garage and <br />conversion of a kitchen is an example. <br />Based on recent receipt of wetland maps, modifications to the parking lot are necessary. Plans are being <br />developed and the Planning Commission was uncomfortable with making a recommendation without <br />them. <br />Public Comments <br />Prior to the Planning Commission, a letter in opposition to the request was received. During the <br />meeting, two property owners spoke (including the letter writer). Both were against the proposal based <br />on concerns with traffic, the number of people at the frequent events (neighbors estimated 60 to <br />hundreds), parking, impact to the neighborhood, valuation of existing properties, along with other <br />concerns. <br />ATTACHMENTS <br />^ None.
