ITEM ~ 9.B.1. <br />rover <br />MEMORANDUM <br />TO: Park and Recreation Commission <br />FROM: Michele McPhersbr(, Director of Planning <br />DATE: May 12, 2004 <br />SUBJECT: Consider Park Dedication for Case No. P04-09 -River Park <br />Attachments <br />^ Location Map <br />^ Excerpt from Park Master Plan <br />• Staff Draft Development Concept <br />^ River Paxk Preliminary Plat <br />• River Paxk Pxeliminazy Grading Plan <br />Request <br />The Commission is asked to consider park dedication fox a 720 unit residential subdivision <br />on approximately 220 acres of property. <br />Analysis <br />The applicant has submitted a "coved" plat, which includes both single family and <br />townhome style units, fox the City's consideration. This proposal will be considered under <br />the Planned Unit Development option within the City's zoning standards. <br />The developer proposes two park facilities totaling 8.4 acres. One facility is located in the <br />central part of the site and includes one of the site's detention ponds. The second park <br />facility is located along the south property line adjacent to a vacant developable site. The <br />proposal as submitted is consistent with the direction the developer received from the <br />Commission during the March and April Pazk and Recreation Commission meetings. <br />Staff, however, is not supportive of the coning principle as illustrated by the applicant's <br />proposal and has pxepazed a draft concept for development utilizing single family detached <br />and attached townhome style units. The staff draft concept utilizes a traditional grid system <br />and includes the use of alleys. In the staff concept approximately 9 acres of park has been <br />identified along the west edge of the site. This is the only wooded area on the development <br />parcel.
