ITEM 7.4. <br />MEMORANDUM <br />TO: Mayor and City Council <br />FROM: Phil Hals, Street Superintendent <br />DATE: May I6, 201 I <br />SUBJECT: Sherburne County Municipal Recycling Board Compost Update <br />As stated in a December 15 memo to Ciry Council, the Sherburne County Municipal <br />Recycling Board (SCMRB) had begun negotiations with the Sherburne County Board for the <br />funding of compost sites located at Becker, Big Lake, Elk River and Zimmerman. After <br />several meetings with County staff members the following was agreed upon: <br />• The County Board agreed to $60,000 per year funding through SCORE funds and to <br />make the SCMRB annual funding a line item on the SCORE budget so that the <br />SCMRB does not need to go before the SCORE advisory board annually to secure <br />funding. <br />• The County Board also stipulated that funding would be withheld from any city that <br />charged Sherburne County residents a fee for dumping. <br />• Commercial users of the compost sites will be charged a $200 fee per vehicle and <br />$50 for non-resident users, effective May 2, 2011. <br />The Sylva Company of Princeton approached the SCMRB at about the same time offering <br />to grind and remove the yard waste material from all four sites for an annual fee of $20,000 <br />for 2011, 2012, and 2013. This is a cost savings of SCORE monies of $23,000 to $40,000 <br />annually. <br />With the assistance of the County Solid Waste staff, the balance of the SCORE funds will be <br />used to purchase access control and video surveillance equipment for each site. The access <br />security and video surveillance will allow SCMRB communities to control unauthorized <br />individuals from dumping and will aid in controlling the dumping of inappropriate materials <br />at each site. ADT Company and Armour Security have submitted proposals to do the <br />compost sites at Zimmerman and Big Lake in 2012 for $39,000.
