Item 9.C.2 <br />MEMORANDUM <br />TO: Park and Recreation Commission <br />FROM: Michele McPhersorYDirector of Planning <br />DATE: April 14, 2004 <br />SUBJECT: Discuss Park Development Standard Operating Procedures <br />At the March meeting, the Commission briefly discussed the development in Big Tooth Ridge <br />Park and how work had commenced without a formal plan for the park or its development had <br />been reviewed and approved by the Commission prior to its commencement. <br />For discussion purposes, staff has developed the following procedures for park development: <br />1. Park boundary surveyed and markers installed (for new parks this is the <br />responsibility of the developer, but in older parks, this is a task for the City to <br />complete). <br />2. Site inspection by staff and members of the park construction subcomrxlittee. The <br />inspection would identify vistas, areas for development, and safety issues. A <br />recommendation to correct safety issues and the method to achieve them would be <br />forwarded to the full Commission, if the safety issue posed an immediate danger to <br />the public or staff. <br />3. Discussion by the full Commission utilizing the observations of staff and the <br />subcommittee in order to identify how the park will be used, the components of the <br />park, and other issues. Preliminary development of concept plans to be refined by <br />staff. The objectives of the Park Master Plan will be considered in the final concept <br />plan. <br />4. Review of refined concept plans. <br />5. Neighborhood meeting for input. <br />6. Final plan developed and approved. <br />7. Development of priority list of tasks to accomplish the park development, a budget, <br />and a priority for completion within the larger C1P budget. <br />Once these procedures have been revised, staff recommends that they be formally adopted and <br />included in the park master plan. <br />S:\PLANNING\Michele McPherson\PARI{NREC\Master Park Plan\4 14 04 re Pk Dev Pro.doc <br />
