Ji
`Elk REQUEST .FOR ACTION
...,.~.
River
TO ITEM NUMBER
Mayor and City Council S - 8 -
AGENDA SECTION MEETING DATE PREPARED BY
Consent Ma 2, 2011 ustin Femrite, P.E.
ITEM DESCRIPTION REVIEWED By
Traffic Signal System Painting Lori ohnson, Ci Administrator
REVIEWED BY
ACTION REQUESTED
Authorization to accept the low quote received from OLS Restoration, Inc. in the amount of $24,982.00
to complete the painting of selected traffic control systems in Elk River.
BACKGROUND/DISCUSSION
Over the past four (4) months Sherburne County completed a comprehensive traffic control signal
system inspection for the City or Elk River. The inspection included the review of all 18 traffic control
systems that exist within the Elk River city limits. The signal systems were fully inspected fox condition
of paint, lights, equipment, and controls. In addition, the County staff provided us with a comprehensive
list of all signal agreements and a tabulation of who is responsible for the maintenance of each signal
system. As detailed in these signal agreements, the City of Elk River is responsible for the painting of
most of the systems. Through our review of the paint rating contained in the inspection reports, we are
recommending painting four (4) full systems in 2011. We have gathered quotes to have the following
signal systems painted:
^ TH 169 and 197x'' Avenue
^ TH 169 and 193`d Avenue
^ TH 169 and School Street
^ School Street and Freeport Avenue
The remaining signal systems with conditions that require painting will be completed in 2012 as
scheduled in the Capital Improvement Plan.
If this work is approved by the City Council, staff will work with the contractor and the Minnesota
Department of Transportation (MNDOT) on a schedule for the work. We will assure the painting of the
signal systems along TH 169 will not be completed during the same time period as the TH 169 bridge
work planned for this summer.
FINANCIAL IMPACT
The two quotations received for the work are summarized as follows:
Aerial Painting, Inc. $30,700.00
OLS Restoration, Inc. $24,982.00
N:\Public Bodies\City Council\Council RCA\Agenda Packet\05-02-2011\Signal Painting RFA.docx
