`~-1 ~ <br />~,.;, <br />EIk. <br />River <br />REQUEST FOR ACTION <br />TO ITEM NUMBER <br />Ci Council 5.1. <br />AGENDA SECTION MEETING DATE PREPARED BY <br />Administration March 21, 2011 Steve Benoit, Recreation Manager <br /> Lori ohnson, Ci Administrator <br />ITEM DESCRIPTION REVIEWED By <br />Resolution of Support for Bailey Point Grant -Public <br />Hearing REVIEWED BY <br />ACTION REQUESTED <br />Conduct public hearing and take action on a Resolution of Support for Bailey Point grant. <br />BACKGROUND/DISCUSSION <br />The Council is considering the purchase of property known as Bailey Point for park purposes. <br />To assist in funding the purchase, the City is working in conjunction with the Minnesota Land <br />Trust as well as applying fox State grant funds through the Department of Natural Resources <br />(DNR). <br />There are several different grant applications through the DNR that will be submitted for this <br />potential purchase. The submission deadline is March 31. One of the requirements of the grant <br />applications is a resolution of support from the City following a public hearing. At the public <br />hearing the project scope, implementation schedule, cost, and cost assessed to residents should be <br />discussed. <br />In preparation for the grant submission and to solicit public input, the Parks and Recreation <br />Commission held a special meeting on March 16 to discuss park planning for Bailey Point. The <br />surrounding property owners were invited to attend the meeting. There were twelve residents in <br />attendance. The following is a summary of the meeting: <br />The meeting included representatives from the Parks and Recreation Commission, residents <br />who own property in the vicinity of Bailey Point, City staff, and a representative from the <br />MN Land Trust. <br />Parks and Recreation Commission Chair Anderson opened the meeting with comments <br />stating that the purpose of the meeting is to discuss possible amenities if Baily Point were <br />purchased by the City and developed into a City Park. Questions were raised regarding the <br />assessment of the property and if that information would be made available to the public. <br />Parks Planner Chris Leeseberg stated that staff would research this question. <br />
