AGENDA SECTION MEETING DATE PREPARED BY Administration March 21, 2011 Chris Leeseber ,Park Planner-Planner ITEM DESCRIPTION REVIEWED B~/ Monitoring Well Placement in Windsor Park Steve Benoit, Recreation Mana er REVIEWED BY ACTION REQUESTED Staff and the Parks and Recreation Commission are recommending the City Council approve the placement of a monitoring well in Windsor Park as requested by the Minnesota Pollution Control Agency (MPCA). BACKGROUND/DISCUSSION Staff was contacted by Peer Engineering, on behalf of the Minnesota Pollution Control Agency, about the possibility of placing a monitoring well in Windsor Park. They have identified an area in the southwest corner of the park. A representative from Peer Engineering was in attendance at the Parks and Recreation Commission on March 9, 2011 to provide information on what is being proposed. The well will be approximately 20 feet deep and will have to rise above grade at least one foot. The time frame for the need for the well was assumed to be indefinite, pending state funding. Peer Engineering identified the south west corner due to the easy accessibility. They indicated that the well could be in any location within the park. The Commission was in favor of the request but asked the engineers to work with staff and a commission member in siting the well in a location that was not in one of the main access points of the park. FINANCIAL IMPACT All cost associated with the installation, restoration, and monitoring of the well will be by the MPCA.
