Elk River
Municipal Utilities
13069 Orono Parkway • P.O. Box 430
Elk Rive, MN 55330-0430
UTILITIES COMMISSION MEETING

Phone: 763.441.2020
Fax: 763.441.8099
TO: FROM:
Elk River Municipal Utilities Commission Troy Adams, P.E. - Director of Operations
John Dietz, Chair
Daryl Thompson, Trustee
AI Nadeau
MEETING DATE: AGENDA ITEM NUMBER:
Febru 15, 2011 5.4
SUBJECT:
2011 Vehicle Purchases
BACKGROUND:
In late 2010 ERMU brought meter reading in house. At this time, 2 vehicles were reassigned for
the meter readers. One of these vehicles was a 1993 Ford Ranger for which the title is in the
City's name. The other was the unassigned water department 2004 Ford F2501eft unused
because of the unfilled water operator position. Also, office staff currently uses a 1996 Chevy
Suburban for delivering bills and as well as daily use. This vehicle's title is also in the City's
name. The two vehicles the Utilities uses that the titles are in the City's name need to be
reassigned to the Elk River Police Department. This creates a need for two replacement
vehicles. Also, the addition of two meter readers has created a need for two vehicles. However,
the Utilities will be able to reassign a vehicle designated for summer help to fill one of the meter
reading vehicle needs. Through vehicle reassignment, the Utilities look to maximize the life of
older or high mileage vehicles by reassigning them to different functions. The reassignments
will result in the meter readers keeping the 2004 F250 from the Water Department and getting a
2001 F250 from the Electric Department. Typically, pickups would be scheduled for
replacement after 10 years. However, this vehicle will be able to serve some extended use in this
capacity. Approved in the 2011 Budget were 2 Ford F250 pickups, 1 for the Water Department
and 1 for the Electric Department.
The Security van is a 2005 Chevy Astro. Through discussions with the City Shop, it has been
determined that this vehicle is undersized for the assigned workload. Also, this vehicle has
higher miles. This vehicle will be reassigned to replace the 1996 Suburban and be able to extend
it useful life. Approved in the 2011 Budget was 1 Ford E250 cargo van for the Technical
Services Department for use as the Security van.
