Per 7826.0100(A), municipal utilities are exempt from <br />these requirements. However, the Elk River Municipal Utilities Commission adopted a number of parts <br />of this chapter as a Distribution Reliability Standard policy. This policy includes an Annual Safety <br />Report requirement. The policy requires ERMU to "file an annual safety performance report with its <br />local governing body. The report will include summaries of all reports files with OSAH and the <br />Occupational Safety and Health Division of the Minnesota Department of Labor and Industry during the <br />calendaz yeaz." <br />DISCUSSION: <br />In 2010, ERMU only submitted one report that qualifies under this reporting requirement. Attached is <br />the OSHA form 300A that had been filed. It is a summary of work related first report of injuries and <br />illnesses. In 2010 there were 3 cases that resulted in days away from work. From these 3 cases there <br />were a total of 16 days of work missed. There were also 10 other cases that were reportable which did not <br />involve days away from work. Job related restrictions were involved for a total of 37 days. <br />The Utilities participates on the City's Safety Committee. This Committee anonymously analyzes first <br />report of injury cases to determine whether changes can be made to prevent reoccurrences and proactively <br />address safety concerns. The Utilities also contracts with Minnesota Municipal Utilities Association <br />(MMUA) for our safety program and training. Through this Committee, through the MMUA Safety <br />Program, and through Utilities Staff discussion, safety oriented improvements are often made. Over the <br />past year there were changes in procedure, equipment, and personal protective equipment made. <br />ACTION REQUESTED: <br />No action is requested. <br />
