Item: 7.2.8. <br />MEMORANDUM <br />ver <br />TO: Parks and Recreation Commission <br />FROM: Chris Leeseberg, Park Planner-Planner <br />DATE: February 9, 201 I <br />SUBJECT: Trail Connecting the Great Northern Trial to <br />Ridges of Rice Lake <br />At the January 12, 2011 Parks and Recreation Commission meeting, a resident spoke in <br />regards to a desire to have the Great Northern Trail (GNT) connect to their development, <br />Ridges of Rice Lake. Staff has been evaluating the ability to connect the GNT to the Ridges <br />of Rice Lake development. <br />One issue is that there is no public right-of--way in the area (See Attached Exhibit A). At a <br />minimum, trail easements would have to be created with and recorded for each property the <br />trail would cross. With either route shown on Exhibit A, four property owners would need <br />to agree to any easements. The best solution would to obtain actual road right-of--way, but <br />this would be a costly endeavor. <br />Grants were brought up as a possible solution to funding this type of project. After <br />researching the Department of Natural Resources Local Trafi Connections grant, it was <br />determined that even if the City did secure this grant, the City would not be able to fund the <br />50% cash match. <br />Staff will continue to look at funding options and explore connection opportunities with <br />GNT to the Ridges of Rice Lake development. <br />N:\Departmcnts\Parks and Recreador!\Recrca[ion\20ll PRC Packets\2A-11 PRC Packet\7.2.B Ridges Update Memo 2-9-1 l.doc <br />
