The property includes <br />approximately 265 acres. Staff has asked that the actual acreage be verified. <br />The Paxk Commission, Planning Commission, and City Council provided some comments <br />and direction after reviewing the concept plan last winter. Now that official application has <br />been made, it is important that the Paxk Commission provide a recommendation relative to <br />the park requirements. <br />The property is not currently within the Urban Services district, but the developer has <br />petitioned to be. In exchange, the developer providing 30 acres to the city to be used a <br />future school grounds. <br />Analysis <br />The park dedication requirement fox the subject project is 10 percent of the non school land, <br />or 10% of 235 acres. <br />The plat proposal includes an approximate 10 acre park south of the proposed school <br />grounds, consistent with direction given during concept review. No other parks axe shown <br />on the property. A trail is to be provided along the perimeter of the wetland, with several <br />connections to adjacent streets. <br />During their review, the Planning Commission suggested that a 2 acre park be added to the <br />south side of the development, to serve this area of the development They also suggested <br />that a greenway traIl be added through blocks 4-8 to connect the two parks and break up the <br />long residential blocks. <br />Planning Department Mission: the orderly development of a livable and sustainable Elk River community. <br />
