City of Elk River <br />REQUEST FOR COUNCIL ACTION Item Number <br />6.2 <br />Agenda Section Meeting Date Prepared by <br />Joint Meeting with Parks & April 10, 2006 Bill Maertz, Parks and Recreation <br />Recreation Colmission Director <br />Item Description Reviewed by <br />Trail Financin Loxi ohnson, Ci Adnunistratox <br />Introduction <br />Discussion trails and potential funding sources. <br />Discussion <br />There will be significant opportunity to develop trails in Elk River over the next 10 years as East Elk <br />River becomes developed, and Sherburne County reconstructs and improves county roads. The Park and <br />Recreation Commission have indicated that a comprehensive and citywide trail system is a high priority. <br />The current plan calls for widened shoulders along county roads instead of detached trails. From both a <br />safety and recreation perspective, detached trails axe very desirable. The county has demonstrated a <br />willingness to cooperate with the city in including detached trails in county road projects. <br />Staff believes that Paxk Dedication fees, at their current levels, will be insufficient to fund a citywide trail <br />system. Potential funding mechanisms fox trails are: <br />• Increase in park dedication fees <br />• Parks and Trails Referendum <br />• Grant opportunities <br />• Stipulating trail construction as part of the PIID process. <br />A combination of these four strategies will likely be needed to fund a first class, comprehensive trail <br />system. <br />Financial Impact <br />A preliminary estimate indicates trail construction costs of $4 million, in 2006 dollars. <br />Attachments <br />Pazks and Trail Map <br />Action Requested <br />Provide the Paxk Commission and staff with direction towards developing and refining funding strategies <br />i.e. fee increases, referendtun, PUD process. <br />C:\Documents and Se[rivgs\callard\L.ocal Settings\Temporary Internet Files\OLKF\C 2Trai1 Finmuing.doc <br />
