ITF.~i # 8.3.A. <br />t~ver <br />MEMORANDUM <br />TO: Parks and Recreation Commission <br />FROM: Bill Maertz, Director of Parks and Recreation <br />DATE: May 5, 2005 <br />SUBJECT: Request by Elk River Rotary Club for Financial Assistance with <br />Handke Project <br />Item <br />The Elk River Rotary Club has requested that the Parks and Recreation Commission <br />consider a request to participate financially in the final phase of renovation of Handke <br />Stadium. <br />Summary <br />The Elk River Rotary Club has been working on the restoration of Handke Stadium. The <br />majority of the work is complete, and Rotary's goal is to complete the project this <br />summer. The estimated cost of the final phase is $50,000. The Rotary is requesting the <br />Park and Recreation Commission consider using $10,000 of park dedication funds to <br />assist with this project. <br />Action Requested <br />Make a recommendation to the City Council to amend the 2005 parks capital <br />improvement budget by an additional $10,000, in order to help fund the renovation of <br />Handke Stadium. <br />The City of Elk River has participated financially in this project and the past, and there is <br />precedent in using park dedication funds on school district property. The lights installed <br />at Handke in the winter of 2004/2005 were paid for with park dedication funds. The <br />Parks and Recreation Department operates the warming house and maintains the rinks, <br />which received over 6,000 visits last year. <br />Staff believes that Handke Stadium is a valuable recreation resource to the community <br />and that park dedication funds would be well spent on the completion of the renovation. <br />
