REQUEST FOR ACTION <br />TO ITEM NUMBER <br />Ma or and Ci Council 3.4 <br />AGENDA SECTION MEETING DATE PREPARED BY <br />Consent anua 18, 2011 ustin Femrite, P.E. <br />ITEM DESCRIPTION REVIEWED By <br />Waste Sludge Pump Replacement and Control System Lori ohnson, Ci Administrator <br />Modifications REVIEWED BY <br />ACTION REQUESTED <br />Authorization to accept the low quote received from North Star Pump Service, to complete the <br />replacement of the waste sludge pump and modification to its control system at the wastewater treatment <br />facility. <br />BACKGROUND/DISCUSSION <br />As discussed at the January 10, 2011 City Council workshop, the existing wastewater treatment facility has <br />been experiencing problems with excessive solids from the final clarifiers, overloading the sand filters. <br />The problem needs to be mitigated soon to avoid potential discharge permit violations. <br />The excessive solids overflowing from the final clarifiers axe caused by the "re-suspension" of solids. This <br />problem could be mitigated by increasing the amount and frequency for sludge wasting. However, sludge <br />wasting is currently limited by the capacity of the existing waste sludge pump and its control system. The <br />existing waste sludge pump is more than 30 years old and limited in its capacity. Its current control <br />system is an old style system installed in 1995, and only allows sludge wasting twice a day. <br />It is recommended that the existing waste sludge pump and its controls be replaced as soon as possible. <br />Two new centrifugal pumps (one duty pump and one backup pump) with variable frequency drives are <br />recommended. The new controls would include an operator interface touch-pad screen allowing <br />adjustment of operation by the operator. <br />FINANCIAL IMPACT <br />Two quotations for the proposed upgrade were solicited for the Council's consideration and are <br />summarized as follows: <br />North Star Pump Service $62,177.00 (+ Tax) <br />Quality Flow Systems, Inc. $74,460.00 (+ Tax) <br />Both quotes also included an additional price associated with the complete replacement of the existing <br />control panel. It is not required to have the complete panel replaced at this time. As such, we are not <br />recommending moving ahead with the listed adder. Funding for the project will come from the Sanitary <br />Sewer fund.
