Item # 5_3.
MEMORANDUM

TO: Mayor and City Council
FROM: Lori Johnson, City Administrator
DATE: January 10, 201 I
SUBJECT: Parks and Recreation Director Discussion
At the November 1, 2010, Council meeting, the Council requested that discussion on the
process of recruiting and selecting a Parks and Recreation Director be brought back to the
Council at the January worksession. Attached are the minutes from that meeting for your
review.
Additionally, for your information I have attached to this memo the list of 2011 Unfilled and
Requested Positions list that was included in the August 2, 2010, budget memo to the City
Council. In addition to the five vacant positions listed on the attachment, there axe two
other vacant part time positions, a Street Maintenance I position not filled after a retirement,
and a Recreation Assistant. Further, although the Senior Planner position is listed, it is not
planned to be filled; neither axe the two positions eliminated in the building safety
department. The current unfunded positions planned to be filled in the future total over
$437,000.
Since the November 1, 2010, worksession and adoption of the budget, there have been
several unexpected personnel changes. Those changes include the partial retirement of the
Street Superintendent, promotions at the police department, and increased hours in the fire
department. Those coupled with the delayed hiring of a Parks and Recreation Director
create a savings of approximately $96,700. However, it is expected that the $46,300 of fiends
saved in the street division will be reallocated within that division.
N:\Public Bodies\Ciry Council\Lori\2011\Pazks and Recreation Director.docx
