'~ ~j <br />City of <br />Elk -,-~ <br />River <br />REQUEST FOR ACTION <br />TO ITEM NUMBER <br />Ci Council ~•7• <br />AGENDA SECTION MEETING DATE PREPARED BY <br />Administration anua 3, 2011 Lori ohnson, Ci Administrator <br />ITEM DESCRIPTION REVIEWED By <br />Consider Increase in Hours for Fire Department Administrative <br />Assistant REVIEWED BY <br />ACTION REQUESTED <br />Increase hours fox Fire Department Administrative Assistant by 4.5 hours per week from 27.5 per week <br />to 32 per week effective January 4, 2011. <br />BACKGROUND/DISCUSSION <br />Currently, the Fire Department Administrative Assistant works 27.5 hours per week and is not eligible for <br />insurance benefits. The Fire Chief has requested additional hours for this position through the budget <br />process for the past several years, but the increase in hours was not approved due to budget constraints. <br />This request to increase the Administrative Assistant's hours to make it an insurance benefit eligible <br />position is being made at this time because the incumbent Nanci Libor has been offered a position <br />elsewhere that includes insurance benefits. I met with Ms. Libor to discuss her employment with the City <br />and the potential for her to stay if she were to receive insurance benefits from the City. She stated her <br />preference is to remain working for the City. Increasing the hours to 32 per week is acceptable to Ms. <br />Libor. Per City policy, at 32 hours per week, employees are eligible for prorated insurance benefits. <br />Additionally, this position has changed considerably since its inception in 2007. I indicated to Ms. Libor <br />that the position would be reviewed in one year. The review would not guarantee a change in pay range <br />or pay rate, but would ensure that the position duties are correctly documented and the position is <br />appropriately ranked in the City's pay system. <br />FINANCIAL IMPACT <br />As I stated earlier, this cost is not included in the 2011 budget. The cost to increase to 32 hours is <br />between $9,750 and $12,100 depending upon the insurance option selected.
