SPECIAL MEETING OF THE ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER CITY HALL - TRAINING ROOM <br />MONDAY, MAY 12, 1997 <br /> <br />Members Present: <br /> <br />Mayor Duitsman, Councilmembers Dietz, Thompson, Farber, and <br />Holmgren <br /> <br />Members Absent: None <br /> <br />Staff Present: <br /> <br />Pat Klaers, City Administrator; Steve Ach, City Planner; Terry Maurer, <br />City Engineer; Dave Sellegren, City Attorney; Debbie Kleckner, <br />Recording Secretary <br /> <br />1. Call Meetin.q To Order <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River City Council <br />was called to order at 7:00 p.m. by Mayor Duitsman. <br /> <br />2. Consider 5/12/97 City Council Agenda <br /> <br />COUNClLMEMBER HOLMGREN MOVED TO APPROVE THE MAY 12, 1997 CITY <br />COUNCIL AGENDA. COUNCILMEMBER THOMPSON SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />3. Review Eastern Elk River Planninq Study <br /> <br />Terry Maurer reviewed the East Elk River Urban Service Area Planning Study dated <br />May, 1997. He discussed the possible extension of trunk utilities in the eastern <br />area, as outlined in the study. Terry also explained the proposed north-south <br />transportation corridor beginning at County Road No. 12 and extending south to <br />171st Avenue, eventually connecting with U.S. Highway 10. He noted the <br />following factors were considered in determining the proposed road: 1 )long term <br />industrial development opportunities; 2) wetlands; 3) ma]or utility corridors; 4) <br />topography. Terry explained 100 feet of right of way is proposed to be acquired <br />for the transportation corridor and noted which properties would be affected. <br /> <br />Councilmember Farber asked Mr. George Deschenes how he felt about the <br />possibility of his land being acquired for the roadway. Mr. Deschenes slated he <br />did not have a problem if the acquisition was pursued as it had been explained <br />to him. Terry Maurer noted Mr. Deschene's property may ultimately be included <br />in the proposed Waddy Schulze development by Contractor Property <br />Developer's Company. <br /> <br />4. Consider Resolution to Official Map North/South Corridor Throu.qh East Elk River <br /> <br />COUNCILMEMBER FARBER MOVED APPROVAL OF RESOLUTION NO. 97-38, A <br />RESOLUTION APPROVING THE CONCEPT OF THE CSAH 13 REALIGNMENT AND NEW <br />ROAD EXTENSION FROM COUNTY ROAD 12 TO 171sT AVENUE, AND ORDERING THE <br />PREPARATION OF AN OFFICIAL MAP OF THIS ROAD REALIGNMENT CONCEPT. <br />COUNClLMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br /> <br />
