The event ran for 2 % days and covered technical, management, and <br />industry topics geared towards electric utility engineers and managers. The conference schedule <br />is attached. <br />The results for this season's frost trenching are attached. This year the lowest responsive bidder <br />is Michels Pipeline. <br />Two rooms have been reserved for the American Public Power Association's 2011 Legislative <br />Rally in Washington D.C. This rally provides an opportunity to visit Capitol Hill to meet with <br />some of our elected officials. The rally runs from February 28d' through March 2nd. We would <br />be traveling on Sunday February 27`" and returning on Thursday March 3rd. Some of the key <br />federal policy issues that will be discussed at the rally include: <br />• Ensuring that Congress addresses climate change in a workable manner that fully <br />preempts the U.S. Environmental Protection Agency actions under the Clean Air Act <br />• Expanding comparable incentives to public power utilities to help consumer-owned <br />utilities build and own more renewable and clean energy projects <br />• Maintaining the municipal exemption for pole attachments Increasing transparency and <br />oversight of the wholesale electricity markets <br />• Addressing cyber-security by ensuring that any legislation is built on the current <br />NERC/FERC framework recognizing the current cyber-security efforts underway-and <br />enhancing communication between the federal government and the electric utility <br />industry. <br />Attached is the APPA 2011 Legislative Rally brochure. <br />
