ty of <br /> <br />ITEM 5.5. <br /> <br />MEMORANDUM <br /> <br />iver <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Mayor & City Council <br />Pat Klaers, City Administ~~/~ <br />April 21, 1997 <br /> <br />Mississippi River Rip Rap Grant <br />Application <br /> <br />The city has applied for and received two grants from the Sherburne County <br />Soil and Water Conservation District (SWCD) for rip rap work in the <br />downtown area. Additional work should be done to help preserve the <br />riverbank. This hopefully will allow the city an opportunity to complete some <br />park and recreation trail work in this vicinity west of King Avenue. We were <br />not successful in our grant application last year and it seems as though we <br />get funding every few years as the SWCD tries to spread out the funding <br />geographically throughout the district. The city share for this project would <br />have to come from its capital projects fund. This is where the funds came <br />from in 1991. In 1994, the HRA, on a split vote, provided the matching <br />funds. <br /> <br />It should be noted that an additional grant application is being submitted for <br />rip rap work along the Elk River/Lake Orono in the cemetery vicinity. This is <br />one of the areas that appears to be experiencing the most rapid erosion as the <br />city studies and tries to deal with sedimentation problems. This grant is <br />being drafted by SWCD on behalf of the city and Steve Rohlf is working with <br />this organization to see if 75 percent funding (25 percent local match) is <br />possible. If this is the case the city would be obligated for up to $10,000 in <br />local matching funds, or if 50 percent funding was necessary, then up to <br />$20,000 in local matching funds. The source again would be the city capital <br />projects fund. If only one application can be approved in Elk River in 1997, <br />staff has placed a higher priority on the Lake Orono project. <br /> <br />Recommendation <br /> <br />Staff recommends the City Council approve the submission of the 1997 <br />Mississippi River Rip Rap Grant request with the understanding that the <br />local match will come from the city capital projects reserve. <br /> <br />13065 Orono Parkway · P.O.
