I .A. <br />fiver <br />MEMORANDUM <br />TO: Parks & Recreation Commission <br />FROM: Rebecca Haug, Environmental Administrator <br />DATE: November 3, 2010 <br />SUBJECT: Alba Ridge Park Wetland Bank Inquiry <br />Staff has been looking for opportunities to create additional wetland banks throughout the <br />Ciry to be used for city mitigation projects. The idea of restoring the wetland in the <br />northern part of Alba Ridge Park is of interest due to the City owning the property. It is <br />also of interest because the potential ease of plugging the ditch to restore the preexisting <br />wetland. Staff discussed the idea at the October 11, 2010 City Council meeting to obtain <br />guidance as to whether or not exploratory measures should be taken to determine the <br />feasibility of restoring the wetland. Some of the concerns with the restoration are the <br />potential flooding and draining impacts to the upstream and downstream properties. Staff is <br />working with Wenck Associates on doing the feasibility study fox the area. Once the study is <br />complete, staff will be reviewing the study and determining whether or not to move forward <br />on the project. Staff is proposing to come back to the Parks & Recreation Commission if it <br />is deciding that the project should move forward. <br />
