MEMOEANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />Mayor and City Council <br /> <br />Pat Klaers, City Admini~ator <br />July 28, 2003 <br /> <br />SUBJECT: HRA Update <br /> <br />Item # 5.2. <br /> <br />All Councilmembers are encouraged to attend the HRA meeting before the regular City Council <br />meeting on July 28, 2003 at Lions Park Center. The HRA meeting will begin at <br />5:00 p.m. but the discussion on the downtown is not anticipated to begin until approximately <br />5:30 p.m. or slightly later. <br /> <br />The downtown business owners and property owners have requested time on both the HRA agenda <br />and the City Council agenda to express their feelings regarding the downtown redevelopment <br />project. A group of business owners and property owners met on July 22, 2003 and put together a <br />list of issues and concerns that they would like to present to the city. The business owners and <br />property owners were advised to present the list of issues to the HRA, as the City Council has <br />directed the HRA to take the lead in this downtown redevelopment project. Nonetheless, the <br />business owners and property oxvners also want to speak before the City Council, as it is ultimately <br />the City Council who will make the decision on whether or not to eliminate part of Jackson Square <br />for this project. <br /> <br />If all of the Councilmembers can get to the HRA meeting by 5:30 p.m. or so, we may be able to <br />avoid a duplication of the same (business and property owner) presentation being made before both <br />the HRA and the City Council. Likewise, we may also be able to avoid having staff present parking <br />information twice if the City Council is at the HRA meeting. <br /> <br />A full and complete response to the issues raised by the business owners and property owners is not <br />anticipated until the August HRA meeting. In conversations with Mr. and Mrs. VanValkenburg it <br />was indicated that they would get the list of issues to staff by Thursday afternoon, but as of Friday <br />morning (10 a.m.) we have not yet received this material so it is likely that it will just be presented on <br />Monday. However, everyone has been aware that parking is an issue with this or any downtown <br />project and there is some prelLmmary parking information that is available to be presented to the <br /> <br /> <br />
