Green Oompany <br /> <br />Item <br /> <br />July 9, 2003 <br />File: 816600J-0060 <br /> <br />The Honorable Mayor and City Council <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />RE: <br /> <br />MAIN STREET/TH 10 INTERSECTION IMPROVEMENTS <br />CONSIDERATION TO PROCEED <br /> <br />Dear Council Members: <br /> <br />As we have discussed several times before, we have been proceeding with the design of the Main <br />Street/TH 10 intersection improvements, anticipating a potential 2003 construction. As you are <br />aware, this project has a TEA 21 grant for a portion of the funding. MnDOT has approved all <br />necessary agreements and paperwork, and final plan revisions are currently at MnDOT. We <br />anticipate final plan approval within the next few days. This is all that is necessary for MnDOT to set a <br />letting date for this project. The letting date would likely be in approximately mid-August timeframe. <br /> <br />We have appeared at the last River's Edge Committee meeting to discuss this potential project with <br />that group. The consensus of that group was to proceed with the project as quickly as possible, <br />understanding that the intersection would be closed to traffic from east of the Pardsh Avenue Bddge <br />to UPA Drive for approximately 3-4 weeks. We have not contacted any other groups pending City <br />Council direction to proceed to construction this calendar year. <br /> <br />If the Council directs the project to proceed in 2003, we anticipate a mailing to the downtown and <br />surrounding business area, a meeting with UPA relative to material delivered from the RDF plant, <br />potentially a newspaper article, and information on the City's website. We will also have discussions <br />with the Police Chief and Fire Chief relative to the closure of the intersection. <br /> <br />With this background information, staff is looking for Council direction as to whether or not this project <br />should proceed to construction in 2003. I will be in attendance at your July 14, 2003 City Council <br />meeting to answer any questions that you have about this project. <br /> <br />Sincerely, <br /> <br />Howard R.
