He started at the lowest step in <br />his pay grade (pay grade 13 - step A) because he was not yet certified. It was agreed that his <br />first step increase would be given when he received this certification. Because it was <br />anticipated that it would be the better part of a year before he could obtain his first <br />certification (Building Official Limited) he was not to receive a step increase on July 1,2003. <br /> <br />Mr. Wellner successfully past the Building Official Limited test in May of 2002. Further he <br />received his full Building Official Certification in November of 2002. I feel that the first <br />step increase Mr. Wellner received placed him at a wage he would have deserved, if he had <br />his certification when he was hired. It will be a full two years without a step increase, if he <br />doesn't receive one in 2003. Mr. Wellner has demonstrated himself to be a valuable <br />employee for the city and it is my recommendation that he is given a step increase active <br />immediately. <br />
