June 26, 2003

Mayor Stephanie Klinzing & City Council
Michelle McPherson, City of Elk River Planner
Elk River Planning Commission
Rusty Fifield, Comprehensive Plan Consultant
Elk River Task Force on Comprehensive Plan Study

To Whom It May Concern:

It is our understanding that our property, consisting of 213 acres, is being considered for
urban reserve classification. We have sold off all our livestock and discontinued the
farming operation.

We have already petitioned to the city for our land to be included in the urban service
area. All the properties across the street are in urban service from Twin Lakes Road at
the north end to County Road #12 to the south and continuing southerly to 175th avenue.
Miske, Turner, and Foster property across the street are in the urban service district. We
are the last quarter mile of the city. We believe that our request is very reasonable and
fair.

The sewage treatment system may or may not have capacity when someone is interested
in developing our property. If there is not capacity it cannot be subdivided into sewer
and water lots until expansion of the treatment system is completed, but if our property is
in the urban service area, at least plans can be made as to how the land can be subdivided
and possibly when.

It is very likely that if our neighbors across the street petition for sewer and water the
installation will be under the street that runs along the west side of our property.

We are asking for equal and fair treatment when considering our request. To be in an
urban reserve designation leaves too much up in the air. We would like to make plans for
the rest of our lives. The farm is not in use and the buildings sit empty. We are
requesting again that our land be included in the urban service area.

Sincerely,

Patrick Holzem and Debbie Holzem
