June 2, 2003 File: 818980J-0564 The Honorable Mayor and City Council City of Elk River 13065 Orono Parkway Elk River, MN 55330 RE: 2003 STREET REHABILITATION PROGRAM ADOPTION OF ASSESSMENT RESOLUTION Dear Council Members: As you are aware, the Assessment Hearing for the 2003 Street Rehabilitation program was held at the City Council meeting on Monday, May 12, 2003. Due to concerns about potential action by the Minnesota State Legislature, the headng was closed, but the assessment resolution was not considered for adoption that evening. Those potential concerns have now passed, the contract for the 2003 Street Rehabilitation program has been awarded, and the contractor has begun work. We are now recommending that the City Council consider action on the resolution adopting the Final Assessment Roll. Attached for your information is a revised Assessment Roll. Based on City Council direction at the Assessment Headng, we have removed three corner properties from the roll that were previously assessed for the Main Street project. They include the following: PIN Owner Address 75-405-2335 Shawna Smith 954 Main Street 75-408-0140 Mae Thompson 1034 Main Street 75-408-0160 Andrew and Jana Bown 1004 Main Street We have also reduced the Holy Trinity Episcopal Church property at the comer of Fourth Street and Quinn Avenue from two units to one unit. That property's PIN is 75-409-0320. Also as directed by City Council, we will, under separate correspondence, bdng forward resolutions to bring in the additional owner on Quinn Street who owns the north half of the lot that was originally attributed to the ownership of Holy Tdnity Episcopal Church.
