MEMORANDUM <br /> <br />**Item 3.9.** <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Mayor and City Council <br /> <br />Lori Johnson, Finance Director <br /> <br />May 19, 2003 <br /> <br />Consider Resolution Designating the Maximum Household <br />Income Level for Qualification for Deferral of Special <br />Assessments Based on Hardship <br /> <br />Chapter 62, Section 1 of the Elk River City Code addresses the deferral of special <br />assessments. Citizens may defer special assessments if they are 65 years of age or older or <br />retired by virtue of permanent and total disability. In order to be eligible for the deferral, the <br />applicant must meet the household income levels as established by resolution annually by the <br />City Council. <br /> <br />Attached is a resolution setting the maximum household income levels for 2003. As in the <br />past, the income levels are the same as those used for the State of Minnesota's Energy <br />Assistance Program. <br /> <br />Action Requested <br />The City Council is asked to adopt the attached resolution designating the maximum <br />household income level for qualification for the deferral of special assessments based on <br />hardship. <br /> <br />S:\COUNCIL\Lori\SpecialAssessDe ferral.doc <br /> <br /> <br />
