Elk REQUEST FOR ACTION <br />River <br />TO ITEM NUMBER <br />Plannin Commission 5.4 <br />AGENDA SECTION MEETING DATE PREPARED BY <br />Plannin Items ul 13, 2010 Chris Leeseber ,Park Planner-Planner <br />ITEM DESCRIPTION REVIEWED By <br />Request by the City of Elk River for an Amendment to the Land erem Barnhart, Plannui Mana er <br />Use Regulations regarding signage in the CRT (Commercial REVIEWED BY <br />Reserve Transition) Zoning District, <br />Public Hearin -Case No. OA 10-07 <br />ACTION REQUESTED <br />Staff recommends that the Planning Commission recommend approval of the Ordinance Amendment. <br />BACKGROUND/DISCUSSION <br />Staff asked the City Council on June 21, 2010 for authorization to review the signage ordinance for the <br />CRT zoning district as it applies to large lot parcels that have approved uses which generate large <br />assemblies of spectators and sponsors. <br />The issue is the sponsor advertisements that occupy the perimeter of the track. With the current <br />ordinance, the signs are not allowed. These types of sponsor signs are no different the signs you see on <br />the outfield fence of many ball fields in communities. <br />Staff has drafted an ordinance that will allow event sponsor signs, signs subordinate to a principal use <br />intended for the display of information for onsite patrons, for uses that have received a Interim Use <br />Permit (IUP). <br />This is an overview of what criteria must be met to have these signs: <br />• Requires a valid IUP <br />• Sign plan approved by City staff <br />• Larger than 20 acres <br />• No more than 50 signs <br />• 32 square feet max size, one sided only <br />• 10 feet from property line <br />• 25 feet from right-of--ways <br />• Must face away from right-of--ways <br />• 6 foot max height <br />• Signs shall not be illuminated <br />ATTACHMENTS <br />^ Memo to the City Council dated June 21, 2010 <br />^ Ordinance No. 10- <br />N:\Deparhnents\Community Development\Planning\Case Files\OA\OA 10-07 CRT Signs\OA 10-07_PC.doc <br />
