Item # 8.4.A. <br />ver <br />MEMORANDUM <br />TO: Park and Recreation Commission <br />FROM: Bill Maertz, Parks and Recreation Director <br />DATE: February 8, 2006 <br />SUBJECT: 2006 Goals Update <br />Goal: Update of Trail Master Plan -This plan needs to evolve, to plan for and respond to <br />development. An implementation plan that includes funding methods, such as a <br />referendum and grants, should be included part of the trail master plan. <br />Update: Parks planning staff have prepared an updated trail plan. Staff has been working <br />with Sherburne County staff to get trails included in County right of way as part of <br />County Road projects. Staff is attending City Council workshop on 2/ 13/06 to present <br />information regarding 2006 County Road projects and trail improvement opportunities. <br />Goal: Development of the downtown park along the river is a high priority, and should <br />take place in 2006. The ability to program community events downtown in a high visibility <br />location is seen as a great community building opportunity. <br />Update: $600,000 was budgeted for this project. Preliminary cost estimates came in at $1 <br />million. Staff has worked with the landscape architect to modify the concept design in <br />order to stay within budget. <br />Goal:Implementation of the NRI taskforce recommendations. <br />Update: The NRI Subcommittee report is scheduled for discussion at a City Council <br />Workshop on March 13. <br />Goal: Identify a site and explore funding for an Area Wide/Community Parkin the <br />northeast part of Elk River. <br />Update: NE Elk river is outside the Metro Greenways Grant target area. Staff believes <br />that the most likely scenario for obtaining a 100-plus acre park in this area, is by acquiring <br />additional land on the north side of the Barsody property. <br />Goal: Explore Collaboration with Sherburne County for the development of a trail and <br />greenway connecting Elk River with the Sand Dunes State Forest and the Sherburne <br />Wildlife Refuge. <br />
