Mr. Garcia has <br />submitted the license fee and application for a transient merchant license. <br />The Police Department has signed off on the background check. <br /> <br />RECOMMENDATION: <br /> <br />Staff recommends that the Council authorize a transient merchant license to <br />allow Craig Garcia to sell books door-to-door in the City of Elk River. <br /> <br />e <br /> <br />P.O.
