Staff's memo to <br />which details the particulars of this <br />site plan, is attached. <br /> <br />of a conditional use <br />drive-through oil change <br />plat of Auburn Commons <br />the Planning Commission, <br />request and includes a <br /> <br />. <br /> <br />Before the Planning Commission reviewed this request, Gary <br />Santwire submitted information which helped to clarify the <br />outstanding issues of the unrecorded plat of Auburn Commons <br />Second Addition. The first issue was solved when Mr. Santwire <br />presented a survey showing the location of the existing church, <br />which meets setbacks from the newly created lot. The survey <br />also showed the approximate size of the unimproved church <br />parking lot. The second issue involved a 15 foot easement for <br />drainage, utility, and roadway purposes. After further <br />research with Terry Maurer, City Engineer, and Mr. Santwire, it <br />was determined that of the 15 foot easement, 10 feet would be <br />used for right-of-way purposes and 5 feet for drainage and <br />utility service. The new site plan shows the additional 10 feet <br />of right-of-way, however, it does fail to show the drainage and <br />utility easement. <br /> <br />The original Indy Lube site plan had problems or lacked <br />information in three areas: 1) a workable drainage and grading <br />plan; 2) traffic planning; and 3) landscape plan. Since the <br />Planning Commission meeting, Indy Lube has updated the site <br />plan to address these issues. <br /> <br />Drainage and Gradinq <br /> <br />Terry Maurer has reviewed the updated site plan. His memo is <br />attached which outlines some of the City's continued concerns <br />on drainage and grading. <br /> <br />Traffic Plan <br /> <br />. <br /> <br />At the Planning Commission meeting there were two areas of the <br />traffic plan that caused some concern. The Planning Commission <br />directed the applicant to restrict down the driveway opening on <br />Dodge Avenue to 24'-30' in width. This has been accomplished. <br />The one way only drive on the north side of the building was <br />also discussed at the Planning Commission meeting. Since that <br /> <br />P.O.
