Request for Action <br /> <br /> <br /> <br /> <br /> <br />To Item Number <br />Planning Commission 6.1 <br />Agenda Section Meeting Date Prepared by <br />General Business December 19, 2023 Zack Carlton, Community Development Director <br />Item Description Reviewed by <br />McDonalds – 700 Dodge Ave NW Chris Leeseberg, Senior Planner <br /> Conditional Use Permit to amend the Planned <br />Reviewed by <br />Unit Development Agreement to raise the <br /> <br />permitted sign height to 61-feet, Case No. C 23-22 <br /> <br />Action Requested <br />Recommend, by motion, approval of the Conditional Use Permit amending the Planned Unit Development to <br />limit freestanding sign heigh to 40-feet above the adjacent mainline of Highway 169. <br /> <br />Background/Discussion <br />The Planning Commission reviewed this request during their November 28, 2023, regular meeting. Staff reviewed <br />the proposal and recommended increasing the permitted sign height to 30-feet above the grade of the adjacent exit <br />ramp – an increase to approximately 41-feet. <br /> <br />The Commission held a public hearing where one resident spoke in opposition to the requested 61-foot sign due <br />to concerns with visibility in the nearby residential neighborhoods. The applicant also spoke and requested an <br />increase from the staff recommendation to at least 45-feet. <br /> <br />After receiving public comments, the chair closed the public hearing, and the Commission discussed the request. <br />The group was generally not supportive of the 61-foot request but agreed that additional sign height was <br />appropriate due to the access changes to Highway 169. The Commission asked staff to complete additional <br />research regarding sign size <br />recommendations from professional <br />organizations and return with a <br />recommendation based on the research. <br />They unanimously continued their <br />discussion to Dember 19, 2023. <br /> <br />Staff searched for recommendations <br />regarding sign height and size based on <br />vehicle speeds and found a handful of <br />recommendations. A publication from The <br />Transportation Research Board provides a <br />table for sign height recommendations that <br />includes vehicle speeds.
