Request for Action <br /> <br /> <br /> <br /> <br /> <br />To Item Number <br />Planning Commission 4.9b <br />Agenda Section Meeting Date Prepared by <br />Public Hearings June 27, 2023 Chris Leeseberg, Senior Planner <br />Item Description Reviewed by <br />City of Elk River Zack Carlton, Community Development Director <br />Zone Change, Case No. ZC 23-04 <br />Reviewed by <br /> <br /> <br />Action Requested <br />Recommend, by motion, approval of the zone changes as shown on the exhibit titled Zoning Map (Proposed). <br /> <br />Background/Discussion <br />In October of 2021, the City Council approved the new Comprehensive Plan. The Comprehensive Plan is a <br />guiding policy document that promotes the community’s vision for the next 20 years. The plan includes goals and <br />objectives to address the needs and desires of the community and property that had previously been guided as <br />Focused Area Study (FAST) was changed with the adoption of the new Comprehensive Plan. Properties within <br />the FAST area are assigned new land use designations of Mixed Residential, Multifamily, Highway Business, <br />Business Park, and Neighborhood Commercial to be consistent with the rest of the city. The current zoning of <br />these properties remains FAST, and they need to be rezoned to align with their underlying land use designations. <br /> <br />The city, at this time, is proposing rezoning only the commercial, industrial, and business park uses in the FAST <br />district and will follow up with a rezoning request for residential uses in the FAST. This is why a few FAST <br />subzones still appear on the proposed zoning map. <br /> <br />In addition to these FAST changes, the city is requesting rezoning of the commercial, industrial, and business park <br />uses citywide, to reflect the adopted Comprehensive Plan. Planned Unit Developments are not proposed to be <br />changed. <br /> <br />The commission has reviewed these changes over several work sessions and the attached exhibit titled “Land Use <br />Map (Proposed)” reflects the changes discussed during these meetings. <br /> <br />Staff would like to acknowledge that two parcels in the FAST district are currently legal non-conforming and will <br />remain legal non-conforming and three other parcels will become legal non-conforming with two of them not <br />having space to expand on the property. <br /> <br />Financial Impact <br />N/A <br /> <br />Attachments <br /> Zoning Map (Existing) <br /> Zoning Map (Proposed) <br />The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional <br /> <br />service, and community engagement that encourages and inspires prosperity. <br />Updated: January 2023 <br /> <br />
