<br />REGULAR S2i;J\1I-HCNTHLY E_'ETING OF THE <br />VILLAGE COUNCIL OF ELK RIVER <br />E'SLD IN THTS COUNCIL CHl:J'illERS OF THY VILLAGE OFFICE BLDG. <br /> <br /> <br />A1'H1L 17, 1972 at 7:30 rm. <br /> <br />The regular semi-monthly meeting of the I.'lk River Village Council was called to order by <br />l1ayor Bartelt, on April 17, 1972 at 7:30 pm. in the Council Room of the Village Office <br />Building. Hembers v:ere present as follows: r:;ayor Bartelt, Councilmen Hudson, Konop, Syring <br />and Otto. <br /> <br />The minutes of the April 3, 1972 reg'llar meeting were mailed and the minutes of the Special <br />meeting of April 6, 1972 were mailed. f\.ll I\Iembers received a,nd read the lninutes there <br />vTere no addition or correction and the rninutes were approved is mailed. <br /> <br />Hr. Donay me<t', with the Council and presented his plans to hold a Folk Rock Festial on <br />June 17, 1972 at the Elk River Thec'.ter Building. <br /> <br />Rex Cetinger metl~ with the Council and reCOHlnended thc:~t a letter be drafted to accompany <br />the building pc:rrnit apnlications stating thcit tbe applicant check with the utilities, <br />phone and gas companies 8S to the location of their services before starting construction. <br /> <br />1,1[1'. and Hrs. Edwa.rd clones with the Council in regards to speeding traffic along <br />Bald'h'in Avenue. There concern 1'!(iS due to~. toe la;rge number, of young) children living in <br />J/l..1.;I/TEJ~" .~ ",' - <br />the area. Hr. Bob Conners and Hr. Jerry l.I1s-en also mct;t with the Council regarding <br />the speeding problems along Tipton and Upland Avenues. The Council advised the property <br />owners the,t the Police Department would be instructed to set-up radar check points e.t <br />various points in the Village in an effort to correct these problems. <br /> <br /> <br />}rill's review his Prelirrinary lJater Nain[i.xtension R.eport for the Industrial Park <br />Area project for the Council. <br /> <br />Richerd Gongoll representing the L:lk River Associn.ted Investors, Inc. stated that the <br />Association preferred the fllternatc Plan B with the 10 inch line. <br /> <br />j'JIoved by Councilman Gtto and seconded by Councilman S;,{ring to accept the Prelinlinary <br />~nginsering Eeport for a wc.ter main extension to the F.:lk River Industrial Park deted <br />April 17, 1972. Yotion unaminously carried. <br /> <br />IV'oved by Councilman Syring and seconded by CounciL'l1an Otto to acceptt'.lternate Plan B <br />with the 10 inch pipe line as presented in the Preliminary~ngineering report dated <br />April 17, 1972 and to call for the plan and specifications. fiotion unaminously carried. <br /> <br />The Council discussed the needs for tLis years street program. The street Committee <br />vdll ~'resent their reports.t the next scheduled Council m'eting. Councilman Konop <br />will check vrith and ap)':l;'l for a permit with Burlington IJorthern R.R. to run a drain <br />for a storm sexer alone Fing and Eailroad Drive. <br /> <br />Hr. j'acLean representing ]'ii nw$c. with the Council and reviewed their bid :'1'o1'osal <br />for the Village I:mployecs Group Insurance Progr8m. <br /> <br />l'Ir. Arnold Haehn mett with the C01Jncil cmd recuested their pSi.'Lission to park his pop <br />corn conces.sion stand for the surnrner months in the park area. The Council advised <br />Hr. Haehn tha.t the area thpt he request to park in belongs to the Highway Lepc<rtment <br />therefor the Council has no jurisdiction over. <br /> <br /> <br />Hr. Heehn said he would check with the Highway Department and also look for another <br />possible site. <br /> <br />Les Derr recommended that the dump go on sunmler hours to be effective April 21,., 1972. <br />The Council moved thr:t the dump hours be chang(~d to the SUltlmer hours and the Clork- <br />Treasurer is instructed to publish the hours in the local newsr'aper. <br />
